Certain packaging materials make much difference between attractive and ugly toning. I don't know which these are but it would not be too hard to figure it out. Some 30-50 year old Canadian coins also have developed very attractive toning in their original government packaging.

Vinyl holders cause "green slime" as the PVC breaks down which produces corrosion and cloudy surfaces. Coins in these holders should be "conserved" (washed in acetone and rinsed completely) and reholdered in safe holders.
