1974 Washington quarter-- mint error, defaced, or damaged?

Hello all. Here is my 1974 Washington quarter. It has some interesting marks on the reverse. Do you think it is a mint error, or damaged? Maybe intentionally defaced? Let me know what you think.

    Looks like the eagles head is inverted onto the eagles chest?

    That's all just damage. You can see the displaced metal.

    Looks to me like it was intentionally done but unless you were there at the time,
    you will never know for sure.

    FYI
    It is only an error if it happens during the striking of the coin. As those marks could
    not of been produced at that time, then by default it is damage.
