Getting ready to use my 8 vouchers! 1882-CC question

It's always an interesting time when getting ready to submit coins for grading. I have 8 vouchers left and a pretty nice line up of Morgan's I will be submitting.
I noticed something odd on this 1882-CC.
Does anyone have a clue what it could be?

It's blue.
It's missing 95% of the reverse features.
There's a die chip.
PVC damage.
It's counterfeit.
What do you think is odd and why?
Are you talking about the shininess on top of the lettering? My guess is contact with other coins in a bag. Can you take a photo of the entire coin in natural lighting without the high mag?
