The FBI raided his San Francisco offices in 1942 and Bell was later convicted of sedition for telling cult members not to work in war plants.
Bell sued the FBI in federal court in 1945 for removing items, including money, from his offices and the case went to the US Supreme Court in 1946 as "Bell v. Hood", Hood being the FBI agent in charge of the raid.
The Supreme Court ruled that Bell could sue the FBI which he did but the local federal court dismissed the lawsuit.
Bell continued to have legal problems and in 1951 he told reporters that he was moving to another planet.
People and institutions, both in the private sector and in the public sector often ignore and fail to respect property rights ("this is my property"; "that is your property") out of greed, jealousy and a never ending desire to generate revenue.
Criminal and civil asset forfeiture laws have been around for decades or longer at the local, state and national levels. There are countless examples of authorities taking property and money from individuals and businesses under suspect circumstances, later justifying the taking on asset forfeiture law grounds, simply because the authorities see this as a way to enhance revenue.
Safe deposit boxes are not as "safe" as people think.

Not great... But this whole situation is old news that's been gone over ad nauseam. The FBI already lost a lawsuit regarding this.
Accusing the FBI of conspiracies to steal items during raids is an old story.
Look at the "Bell v. Hood" Supreme Court case (from 1946).

I think it has to do with numismatics due to the fact that coins were alleged to have been involved. I could be wrong though, I'm not that bright.
