I need help can anyone tell me who’s autograph this is?
I can tell it’s upside down but other than that I am afraid I can’t be of much help.
What time period is it from? Once you know that you can look for players with number 21 or 27. Scribble signatures can be a real challenge.

These are just my reactions to it...
When repositioned, the first letter (maybe T and the name is Tim?) looks more natural than if the ball is positioned the other way.
The cross stroke at the bottom of that O shape goes from left to right more believably when viewed in the second photo.
