What kind of card shop is this?

I recently went into a card shop and the guy only has 4 or 6 gu'ed jerseys, no auto's and all the opened boxes he has for sale, only have 2 or 3 packs left in every box, i mean every box. No full boxes in the place. He has no high end cards for sale what so ever.
Does this look like he went through all the boxes got the good stuff out for himself and left the crap for the buyer? Maybe selling on e-bay? lmk what you think.
