They’re Chopmarks stamped on the notes.
Agree, the location of each stamp is slightly different indicating they were added after the
bill had been printed. Adds no value unless you can find someone who collects stamped bills.
As a collector, I actually believe they devalue the note, much like notations from a pen or marker.

I think that we have at least two major types-pictorials and characters (letters/numbers). I like the pictorials and would predict these to become more popular.
