Interesting surface on this 1964 P cent.

While It’s highly improbable it’s a SMS, the surface most closely resembles the satiny finish versus the standard business strike.
Either way, it’s a tough grade at 66BN with NGC pop 3/0 and PCGS pop 0.

Looks like NGC made a mechanical error, it looks like a proof.
