World note question - missing print

A while ago I came across a strap of these Japan-Philippines notes. Among the lot was a blank note. Was curious if this was
common with hastily-produced wartime notes and/or if it bears any collector value. Would PCGS be able grade this?

    It could just be a plain piece of paper used as a divider. If it was a cotton or cotton/linen blend of security paper, maybe. What is so remarkable about it that you’re willing to pay grading fees to have it encapsulated ? Give me an idea of how you’d want the description on the holder to read.

    I agree with the above. Possibly a separation divider between batches, etc.

    It isn't even the same color as the notes.
