Die error or not

I recently came across this 1960 d red ms 60+ wheat penny, but found that there was a bolb of extra copper formed in between the legs of the R. Is this classed as a die error or is it within mint regulations?

Die chip, very common it adds no significant value to the coin.

If the die chip was between the letters it would be a more desirable BIE variety.

Here is an example with a die chip in the letter and a die chip between the letters producing the BIE variety.
"When they can't find anything wrong with you, they create it!"
Good eye, though.
Also it's a memorial Lincoln cent not a wheat.
