Someone Sold this on ebay for $25.
I agree with BlueRidgeSilverhound...looks like a fairly signifigant die gouge.
The person who sold it thought it was a strike through.

That looks like a scratch on the coin, rather than a die scratch. Keep in mind that the words "JOVITA IDAR" are incuse, but all of the other words are in relief, as you can see on the proof below:
The raised letters "R" in "DOLLAR" and "AM" in "AMERICAN" appear to be damaged by the scratch, which is what you'd expect with a scratch on the coin.
