How can you tell if a coin is very well struck or has added scratches/tooled ? I was bidding on this GEM until I decided something could be wrong. What do you think?

Yes there appear to be scratches.
What year and denomination is the coin. What did it grade at?

An NGC oops. With the 4 scratched I see, that coin should grade 64 at best. The old adage: "buy the coin not the holder"

According to NGC, a MS66 is “ Very well struck with minimal marks and hairlines”
This coin does not meet that criteria.
Also not a fan of the reverse with the look of the toning.

Should of given that coin a detailed grade obverse “scratched”
Sad that at the unwarranted assigned grade it is a top pop at NGC.
