Wrong planchet

Found a 2013 Lincoln cent that is struck on the wrong planchet, it weighs 1.8 grams and is the color of a penny but smaller around and has smoth edges. Its actually just a hair smaller than a dime. Any ideas what foriegn planchet this could be? Any help would be appreciated and i will post some pictures in a couple hours when im home.
