Is this offset enough to be a stuck digit error

I’ve run across many that are slightly higher but this one is higher than most that I find. What is the mints tolerances. If I might ask. Thanks

I would say yes indeed.
No in my book, I like to see at least part of the numeral missing.
Thanks for the input as I see a lot that are not quite the much so before I tossed it back into the wild I thought I would check. I think I will keep it for awhile. I sure would like to find one with a partial missing digit.

Heritage Auctions sell notes with gas pump errors and the whole number is visible. Gas pump numbers are also certified with the whole number showing. So yes your serial number is a gas pump. To find one with only half a number showing would be even better of course.
Like most error notes, they’re classified with the three “M”s, Minor, Moderate and Major. Personally and respectfully, I consider the OP’s note as minor. It also doesn’t help when the note is moderately worn with miscellaneous contemporary graffiti. Just sayin’
Edited to add, the Mint had nothing to do with this note, and I believe it’s within the BEP’s tolerances.
