Quarter on wrong planchet? or just weird and beat-up.

I recently purchased 60 LBs of coins from an estate. I've separated them by denomination. They appear to be mostly 1960s to 2009, with some from the 40/50s.
I found this quarter and was about to toss it when I gave it a closer look. I think it is a quarter that has gone through the mill, but would like your opinions. The beat-up quarter weighs 571g & the normal 1995 weighed 573g.

the 1995-D almost looks counterfeit .... is there any sign of the copper core on that clad? Is there another D below TRUST?
How much is 60 pounds of coins even in FV?
