I think that 1889 (from Philadelphia) will grade Genuine polished.
XF details polished. Better off melted.
Intrinsic value only IMO. Hard pass.

My super uneducated guess would be XF Details (Cleaned) -- and I'd ask the guy for a photo of the mint mark. 😉

Cleaned for sure. If you are considering it for slabbing purposes, don't. Only the most elusive coins (ie draped busts, or a few of the most elusive Morgan's etc) will likely benefit from being slabbed even if details.
However if you are trying to learn to identify damaged coins, you did just that.
