odd nickel 1974s

found this in my change container.
the back grounds on the front and back are very polished(shiny)
the raised portions,jefferson's profile and monticello have a very soft satin appearance.
would this be some kind of proof?
in the pic the light makes the shiny portion look mottled and dark but it is not.
