If a person consistently sends packages and the material inside has no tape residue, scribbles, or labels on the bulk of their packages then I can see how they could determine a violation of the policy. Unless somebody at USPS saw it happen, or received a report from a recipient of a package, I do not see how or why they would suspect this is being done. My issue is that no carrier should be opening packages without a reasonable cause. Granted the companies can make their own policies but I would immediately stop sending via USPS if my shipments were being opened prior to delivery because I've never used new materials and there is no reason to suspect I am. Hence why I will continue to recycle and help USPS lower the carbon footprint. I would even send PSA my cards back in their box to reuse if they allow. I would gladly take my cars savers back and recycle them instead of having new ones made for another 1 time quick use.
I think it's good insight for people to have so they don't run the risk of their packages being opened.
Ebay should require sellers to acknowledge these policies for sellers using USPS priority mail to ensure any violations are not going to affect the purchaser.
Back to the topic at hand...anyone falsifying their auction shipping method should be forced to refund the postage difference plus an extra little bit for not honoring their word and to compensate the buyers time to file the claim. It should curb most of this behavior if you hit them in the pocketbook.
