Has Ebay changed their manner of payment... requiring payment automatically after auction ?

Some relatives saying Ebay requires bidder to choose payment CC & verify address before bidding on item ,, Then if bidder is a winner ..ebay immediately charges that Credit Card .. no further input from auction winner
Is this a new ebay way?

Regular auction. That was my reaction .. but it was not a BIN ...

Ebay doesn't require that. There is apparently a beta test where some sellers have the option of requiring that.
You can opt out, I think, but then you probably can't place a bid in those auctions.
I’m not sure, but recently some of my PayPal payments became automatic if I win an auction. It was really confusing the first 2 times I won something and it automatically paid. I went to see if I had won and couldn’t tell at first because there was nothing in my cart because it automatically paid the second the auction finished. Another time it caused confusion with a seller because I won multiple auctions and he couldn’t combine the shipping because it automatically payed right when the auctions finished one at a time. The seller ended up giving me a refund. It happened again and the 2nd seller slipped a five dollar bill in the package as a way to refund the multiple shipping fees that were auto paid.

If you submit an offer on an auction that has that feature, and the seller accepts, then you are charged immediately. Happens to me all the time and I like it.
I'll do less bidding if Combined shipping takes a hit ..I usually buy multiple items from 1 seller..

I submitted a Best Offer the other day. A little while later it was immediately paid for when the seller accepted. I like it, no going back to have to pay.
I still have the option to choose method of payment.

Somehow it happened to me... It asked me a question and I accepted and selected my cc not really paying attention and all of a sudden it wants to auto charge me for auction bids... I had to delete the cc to get rid of it and undo it. I couldn't find a way to undo it otherwise.
Personally on auctions I'd rather select payment after as others mentioned especially if you get multiple items from the same person... But for fixed price offer/counter offer etc, I have no problem being auto charged as I expect to pay if they accept my offer immediately.
I'll add my card back in manually and be more diligent about what I'm clicking or tapping from now on.

I've used the PayPal split feature before, so I'd still want the ability to choose payment method. BIN policy I believe still gives you 48 hours to pay after offer acceptance.

Went bidding for some silver coins on Ebay today .. seller said wait for auction end invoice before paying .. Ebay's new system demands payment immediately..
I see it on "MAKE AN OFFER" auctions.

Ran across ebay ... 9 sellers.. all have the immediate payment ..no more combined shipping, even though 1 seller said in his listing , combined shipping available...
He can always refund the shipping.
He can also turn it off, if he wanted.
