I guess it would depend on what you think "paid up" means, I try to never pay all the money for any details coin. All the scratches are a big turnoff for me and far outweigh the positives. But there is a home for every coin and it could be a nice addition to a collection if bought at a price that is commensurate with the issues.
I like the Lucky Penny but I’m not a fan of the Bust with the scratches. I hope you’re not going to find out the hard way that selling problem coins that you “paid up” for will be challenging.
The scratches are going to be the kiss of death when it comes time to sell. It is just a well circulated common date and isn't going to attract much interest from serious bust half collectors. I hope you didn't overpay.
I imagine that in hand the scratches are not terribly distracting. Otherwise it has a nice look and is a coin you can handle and pass around without worry. Enjoy!

Agreed. Here's an 1840-O WB13 (R5) PCGS VF-details "scratch". Normally, I avoid details coins, but the three fine scratches didn't bother me enough to pass on an otherwise decent looking R5 die variety.
