Can half dollars be DMPL?

See this nice looking Seated Half Dollar and was curious if coins besides morgans get the DMPL recognition? Or any non-dollars?

PCGS will award the DMPL designation to other coins, yes, including seated halves. As to that particular coin, it's not DMPL because it's not a business strike, it's a proof. Proofs of this date are worth less than business strikes of the same grade, so it's purposeful misrepresentation to list it as "Gem BU" when he knows full well it's a proof.
The link you posted is to an ebay seller that you should always avoid. Formerly known as Canyon City Coin, they use deceptive imagery to sell problem inventory to the uninformed. Someone traced several of their auction coins back to details slabs where the coins are cracked out and marketed to be premium quality raw.
