It's this an ink smear?

Just a question? Do you guys think this is a ink smear error?? Thanks in advance all!!!

    Hard to say. Maybe.
    It’s close to where the paper bank strap would lay if wrapped and sometimes the top note in the pack gets accidentally, partially stamped along with the paper band. Either way, I consider it minor.
