Found this 2000 state quarter! Is this an error coin?

Came across this new hampshire quarter and right away new something was unique. It has a semi flat bust art off struck flat eged with several die breaks! Reverse is unevenly struck and slightly off struck and I recently seen one posted in a forum from Georgia that looks almost identical and I'm in Ohio. PDM or some sort of manipulation? Please tell me the fact that I found one some where else almost identical means it's a really cool PDM?

I don’t see anything that can’t be attributed normal wear and tear on a coin. PMD
When you say PDM, do you mean PMD?
