I noticed that only certain pennies just in the 1980's had 4 steps while some had the normal amt.....any idea why.

Variety Vista has a page for reverse designs, unfortunately it doesn't show the steps.
It will show you a date range of what years should look the same.
Fair chance it could be a very minor master hub variety if you are finding plenty of both.
Another possibility is the hub or master die may have been touched up.

Edited to add: Die erosion on the working die or grease fill could cause loss of details.

I found quite a few with very very clear steps (no flaws at all/no erosion issues/no loss of detail)....no pic because I put them back in circulation but they were mostly specific to 1983>1987 or 88 give or take. I also didn't pin down if they were D or P minted but I seem to remember they were mostly D. I should clarify: the 4 steps were not counting the top step or the lower level.

Speaking only for myself, I don't understand your question. A well struck Memorial cent has a whole lot more than four steps. I tried counting and I am coming up with around 18.
I agree with l cutler, my reason for not responding is I am not sure as to what you are referring to.
What is the normal amount? Also would like to see a photo, this way we are not guessing.
I do believe the 80's Lincolns had 8 steps then changed to 19 steps in the 90's. If yours only has 4 then it's probably worn or a weak strike.

I have some very highly and well struck cents very very clearly showing four steps (between the top level and bottom level) There's absolutely no wiggle room for mistaking four steps
as opposed to the normal amount of appx 18. No pics because camera is broken and new one is on the way.....so guess away. i can't pin down a pattern because some are D mint/no mint and P mint and the years vary ! it's a poser.
