Is this considered a broadstruck and/or doubling on “GOD?” Also, is “LIBERTY” considered doubling because the L and I are messed up?

That is called a Ridge Ring caused by a deteriorating die.
You also have some Machine Doubling, neither of which add any value to the coin.
