What is the proper way to report a suspect eBay listing?

Take a look at this Cheerios dollar:
I have seen this coin in an MS-67 slab despite the huge scrape on the face listed several times before at what I thought was way too much money. This BIN price is not unreasonable for the coin as it is, but the seller has zero feedback and I am suspicious that he actually has the coin to sell. Are my suspicions sufficient grounds for a report? And if so, what do I say to eBay?

Suspicions are not enough to get eBay to remove a listing.
You have to have verifiable evidence before they will consider removing a listing.
There are many first time listings on eBay, every seller has to start at a first listing.
It looks a little funky, but not enough to report.
Type collector, mainly into Seated. -formerly Ownerofawheatiehorde. Good BST transactions with: mirabela, OKCC, MICHAELDIXON, Gerard
Mention it here, and if it is a bogus listing it will be gone in a half hour.
Tell them that the same exact coin is currently being offered by another seller.

Edited to Add:
I just noticed what appears to be the same marking (lower left corner) on all of the images in both listings.
If history is any guide, when you suspect a listing you should immediately create a thread on the PCGS forums for others to go and report it.

ebay has gotten real good. They will not "direct pay" release payments to the seller's bank who 1. is "inexperienced" ie. without a track record with them or 2. who does not supply the tracking number to them so that they can see that the item has in fact been shipped and delivered. They are working hard to cut scammers out of the action. It takes a little extra time for legitimate sellers to see their money by using ebay's direct payment method but in my opinion, for the good of buyers and sellers, this is an ebay good move.

Had a couple like this earlier this week- reported.
When I’m suspicious of a listing, I report, as follows:
Under “Report Category”, I select “Listing practices”
Under “Reason for Report”, I select “Fraudulent Listing Activities”
Under “Detailed Reason”, I select “You suspect that a listing is fraudulent”
Then I click on “Submit Report”.

Yes it was good work ... I did not see the original posting before being removed so not sure of the firm (person). However, I had one piece held in my collection that a seller had listed for sale at 3 times the price I paid (I purchased directly from Heritage inventory 6 months earlier). We had it removed but I noted they posted 5 or 6 other pieces listed by another reputable coin dealer, also at 3 to 4 times their listed price. They had used that dealers' images ... after I notified that dealer, he had them remove their listings as well.
I suspect the scam is if they sell the piece to some unknowing collector, they immediately turn around and buy that piece from the other dealer and send it off their buyer for an immediate huge profit.

Anyone want to help get this highjacker shut down. eBay is sanctioning me as a spammer apparently for the number of fraudulent listings I have reported to them. Shoot the messenger, right? This particular one (as you can see) the idiot even copied over the original lister's (mbarr) business card image. And the thing is this same account has been compromised repeatedly with the same tactic and image to take the business outside of eBay.
Did you send a message to M. Barr Coins? I'm sure he would be very vocal with eBay to shut this guy down.

Of course. But they are on a vacation. An employee relayed that they will help fix "my problem" when they return, having not understood the issue. If enough others report, one of the lower tier holiday weekend workers at eBay might actually step up and at least kill the listings. This same account has been routinely highjacked by the same scammer. Apparently, eBay doesn't care enough to tale it to the right level. Anyway, I am blocked from reporting anymore. So others can step in.

The item number was right there. Links are not useful after the lots get delisted (which they apparently now have). The images are better because this is a repeat offense and will be easier to spot when it arises again, probably before Independence Day.
I didn’t see the item number in your post and links are useful (for those of us who are happy to report listings) when items haven’t yet been removed. I had thought that was the case at the time you mentioned the listing.

There were so many of them under that account, identifying the account was probably best. However, I could have supplied a link to all of the account's listings. That would have been most useful at the time to get a lot of them reported. Next time.
I can’t speak for others. But when I’m made aware of a listing and report it, I usually click on “See other items” and “Completed items” to check for other reportable listings.

Yeah, that is what I do too. For that particular listing, I checked to see if it was currently listed or recently sold by the real dealer (mbarr). I reported over a dozen before eBay would not allow me to report more.
