2004 D Penny…error?

I was looking through some coins and saw this raised bit on the reverse of a 2004 D penny, under the “A” in “STATES”.
Is this an error and if so, what kind is it?

Please do not use screen shots, they are too pixilated to see the detail.
From what I can see, it is just damage. A clearer picture may help.
