Found a very peculiar dollar w/ ink splashes and smears?

Hi everybody,
Yes, I came across this $1 bill with very strange Ink spots, splashes, drips and globs!
Can this be from the actual printing machine? Is this real ink from the BEP?

    Now, I know you're focusing on the "blue appearance" splotches
    but notice the thick glob! With the dot of blue in the center, than the very similar "green-like"
    surrounding it?

    Most of the other ink spots, do have that true greenish currency
    ink appearance? The blue? I don't know what that could be?
    Maybe, a color to mix with the green?

    No, as Steve said, it definitely isn't the same ink as used to print the note.

    My guess is blue paint, not ink. Improvised tool used in a paint touch up. Note the unusual diagonal fold.

    Collector and dealer in obsolete currency. Always buying all obsolete bank notes and scrip.

    It almost looks like my old VW Beetle. It’s paint color was called Miami Blue.

    Going to assume, due to the condition, these notes were wadded up on a table in the dressing room of a gentleman's club and got some nail polish on them.
