$1000 note. Thoughts?

I don't do currency but an extended family member sent me this (her in-law's) and asked about it.
I think the in-law may live near Orlando, FL. I don't.
So, if they wanted to do the right thing on this, would they keep it raw or send to service? Would a dealer do it?
Any guess on approximate value (going just by the photos)?
Not sure they want to sell right now but they do definitely want to make sure they know what they have and how best to handle it.

High denomination notes have been on a tear in recent years. Ten years ago, a VF $1,000 note with a stain and a small rip at the bottom might get you $1,500-$2,000. Today it’s worth $2,500-$3,000.
