Why did it take so long??

I had originally sent in two coins for crossover consideration Yesterday, after 53 business days, I finally got my email stating my coins were shipping.. Both coins were tagged DNC. If they did not cross why would the coins be sent to encapsulation? They spent close to 20 business days there.
