Looks like it is - they should always
have a nice 'red' edge from the copper core, like your coin shows.

If the reeded edge is the same color as the
surface, it's not a mis-annealed planchet -
after a mis-annealed planchet is struck,
the ejection of the coin from the reeded edge
collar will 'scrape' away any lite color on the reeded edge.
