This note 1880 $1 Legal FR# 30 serial Z42103529 stolen by postal employee note was sent in to PCGS for grading never got there it was out for delivery hasn't been seen since

    Was there tracking or is it a PCGS claim that it "never got there"?
    PCGS has a history of hiring dubious staff with one executing a large ripoff at PCGS before being found out.
