Is This Holder/Label Legit?

Did PSA ever holder cards with the PSA hologram logo on the front but no cert number on the back? I have some holders that don't have the QR code but I haven't found any that have the PSA hologram but no cert number on the back. It seems like it did get approved by Authenticity Guarantee which would imply PSA did use this label at least for a short time.

Yes...I have some PSA encapsulated cards with that logo on front...but no serial # on back.
It's authentic...
Mine also begins w/2xxxxxxx
