Can anyone tell if this is a D/D or D/9?? Or what?? I'm just not sure

There are only 2 RPM's listed on Variety Vista for an 1983 D, yours doesn't appear to match either one.

The secondary D you are seeing seems to be much larger than the D mint mark used by the mint.
It is unusual and it is easy to se why you would think it's a D.
I think there is a chance it was caused by a zinc bubble that got smashed down.
I am not saying for sure that is what caused it, I could be wrong.
I agree with the D being larger. That's why I did an overlay of the "9"... It actually fits. Did you try that?
For this year there is no way in the minting process that a 9 could be misplaced there.
