It's mediaeval Islamic, 1100s to 1300s AD from the style of the Arabic writing, possibly Artuqid or Ayyubid. However, it looks "tooled" - those deep scratches are above and beyond what might be expected of a coin that spent some time buried in the ground and had the dirt cleaned off it. Someone (in modern times) has attempted to carve new details onto a coin that was probably much more heavily worn than it has been made to appear.
