I thought all modern comms were silver? I know they had some of those liberty comms made of different alloys but they had a silver version of it also. I don't follow them too much but dozen or so I have gotten from the mint are silver.

All the Commemorative Dollars were silver. The Commemorative Half Dollars were clad. For the most part.

Other than the 1993-W (MS) and 1993-S (PR) Madisons, which you already identified as 90% silver, I did not find any other silver offerings within the specified date range.

I did the research myself, and came up with the same thing. Just wanted to make sure that I didn’t miss something.
Now it makes me wonder, why just the one year was silver? I guess we will never know!
That's probably why mine are silver, I think I only have dollars.

In the early years of the modern commemorative coin programs it took some time to settle on a standard format. Eventually the sponsoring legislation took a certain standard format for most proposals.
George Washington silver half (only), Olympics silver dollars, then soon into the gold $5, silver dollar, clad half routine. There were a few exceptions, if course.
