That cheek underlay is a detached lamination. Is this an S-3? There's something going on on the 69. Would appreciate opinions. Thanks.

It looks like it is the S-3 to me. The wood grain is playing tricks though!
i would lean towards yes. there are a few rpds for the year though.
there is a diagnostic crack that goes horizontally through the top of the shield on some examples.
later die states looks like it turns into a retained cud and takes on other die cracks on the coin as well.
I'm no expert on Indian cent varieties but the one you picture does seems to be a repunched date. It is too bad the woodgrain effect is so extreme as it detracts from the appearance of the coin ... at least in the eyes of some collectors. However, with some clever promotion you may even be able to get a premium for it from some woodgrain fanatics.
@LanceNewmanOCC, that crack and cud are diagnostic of later die state S-3s? I didn't know that. Thank you.

ya, i can't tell from your images if yours has the crack but i am a big fan of secondary confirmation diagnostics.
It doesn't have the crack. It's an earlier die state, then, I'd suppose, unless there were other die-pairings on the variety, which I kind of doubt.
