Strange Call at Basketball Game

I went to a college game over the weekend and the arena announcer kept using the awkward phrasing "Foul whistled on number [uniform number, player name], player [ordinal number] team [ordinal number]." Once during the game he said "Called" instead of "whistled", but I would have expected just "on". Has anyone else noticed this at college basketball recently, or was it specific to this school, and why the incredibly awkward phrasing?
