Scratch.
Reduces the value of the coin.
There's a lip there doesn't look like a scratch.
It's exactly the size of a half dollar.
It's a scratch, you scratch something deep enough it will leave a lip.

In that condition, I don't think it makes much difference - the coin is worth in the $8 to $10 range, regardless.

As bullion, yes. That is the bottom. But any numismatic premium would be reduced. It was more of a generic statement.
I can see the ridges like the edge of a coin
Trust us, it's a scratch.
as others have stated, scratch. take a knife and make a deep cut on any silver coin, it will leave a raised lip next to the cut

Exactly what is it that you think you have? What are the "ridges" you are referring to?
The only potential "error" I can think of is a partial/incomplete clip, but I don't know that this is one.
As for what else might have caused it, there is no way to know, and and explanation would just be speculation. In any case, the burden is upon you to show that this is an error, not on us to prove that it is not.

It appears to be cleaned, damaged half dollar that is strictly a bullion value coin. I hope you didn't pay more.

Your purchase price of $10 is fine. The coin is circulated and has post-mint damage (the arcing scratch), but at the current silver value of around $23.50 per ounce the coin has around $8.50 of bullion value. You overpaid a tiny bit, if really at all, at the current silver value.

By working on, I assume that you are slowly building a set of the later walking liberty dates. If so, I would suggest that you proceed carefully and study the coins and spend just a little more per coin, and acquire nicer pieces. For ~$20 or so, you can probably find many later dates in XF/AU. It will take longer, but you’ll have an attractive set you can be proud of when completed.
Yes I am building a set of walking libertys and a set of standing liberty quarters. Besides the 41 pictured above, this is my latest purchase for 16 dollars.

Welcome to the forum. Next time you get ready to purchase a Walker, show us photos of the coin and get opinions before you buy. Just until you get a better grasp of pmd and cleaning, which both hurt the coin's value and collectibility. Good luck.

I only go for BU UNC for most dates - they are affordable and so much nicer. I do like circulated coins and I collect those as well. But for the 1930s -1940s walker halves you can get most for uncirculated for not much more than you pay for a circulated —
