Lamination issues?

These two came out of rolls over the weekend.

Feeling like the nickel has actual issues and the quarter maybe has some environmental damage.
I'm off to work for the day...
Thoughts?

    Both coins look like they have been chemically cleaned after having been exposed to a hostile environment.

    The nickel for sure - they are solid alloy not clad.
