What gives ? Were these Written on at the Mint or after release ?

I am thinking rejected notes but other than a dirty or worn out back plate on 2 of these notes
I can not see why they would of been rejected ?
Ever seem this before ?
Nothing in the books about it that I can find.
An article I faintly remember said the sheets are pulled the rejected notes marked with just this kind of redactable marker removed replaced and out the door.
Lots of ponder here ?

As far as I know, BEP rejection marks are typically RED and marked on the face, not the back. And, the Mint makes coins, the Bureau of Engraving and Printing prints the paper money. They're just damaged notes. Somebody wrote on them.

Have ran across 3 dozen notes marked like this, no big deal was just curious &
thought it would be simpler to ask Folks who know rather than sign up for more junk in my e mail.
Why anyone who collects would deface notes seems lame to me but people never fail to amuse me.
