1953B $5

I've spent the last year getting smart on coins and now it's time for the paper. What is/why is this stamp to the left of Lincoln and how does it affect its collectability and value? Any help appreciated.

Probably a bank stamp. Imagine a stack of 100 bills with a paper band around it and the teller stamps the band with part of it hitting the banknote.

Definitely a condition issue affecting value.

The Post-BEP stamp has a negative affect on its value.
