My father recently passed and has collected quite the collection of proof and mint sets. Do you think there is a single buyer or piece it all out? 99% are all in original packaging, coins have been temp. controlled with silica packs. Coins over all are in great condition.

Your dad was hardcore into these sets. To do this accumulation justice, you might want to buy yourself a Cherrypicker’s Guide and go through the sets yourself before selling them.

Rick Tomaska used to handle groupings of 100 sets or larger.
I successfully sold him 500+ modern proof sets once.
(It helped he lived one town over from me so postage wasn't a consideration.)
I agree Mitch (Wondercoin) might be your go-to, as his older children are also in the modern proof game.
