Proof or Mint Set Bulk Submission Question

I'm thinking of submitting a number of proof and mint sets for bulk submission. I know that I can only have 5 PCGS numbers per 100 (the minimum) per submission. If I submit, say, 20 sets with 20 unique varieties per set, that would be 4 separate submissions with 5 PCGS numbers per submission. If I do it this way (4 different submissions), do I need to submit the coins separately or can I just keep them in their OGP and submit them all together even though they technically span over 4 submissions to meet the submission criteria?
