I found this auction for a variant type bar with the same logo.
It is called a "Comstock Mold" or "Combstock Mould" style because, apparently, the mold it was poured in matches the mold used for some Foster, Comstock, and related bars. But it still doesn't explain what the logo is, or who made it.
Another source I found postulates that the logo is a "MTe (Bell)".
It does have elements that could be construed as a "M", "T", "e", and in the overall shape of a bell (or a tulip).
But it is still unknown.

I found this example I purchased at a coin show about 10 years ago. I showed it as MTE in my notes related to this bar.

This site has most bars identified and is a great resource. The MTE Bell bar is listed, but again no real date exists on who actually did them.
