PCGS says this is 20% off-center.
The seller said “just one known”. I’m skeptical.
Have you seen a USPI one centavo 5%, or more, off-center?

I took a brief look at Sullivan Numismatics' archives, eBay, HA, and GC with none popping up to my searches. I doubt it be the only one known to exist like @MWallace said.

I just sold my collection of USPI errors thru stacks bowers.

Not the only one known.
I have seen other USPI coins struck off center, but most were from the 1940s. That may be one of the earliest known, but it is almost certainly not the only O/C struck coin in the series.
In the context of that second eBay link, I do not doubt that it is a "pop 1" at that grading service, which may be all the seller was claiming.

I sold a mint red unc uncentered broadstruck which looked about 5% o/c at first glance about a decade ago.
Edited to add:
I sold a few other Philippines mint errors over the years, but never really followed them as they had limited interest. Yet just like other US Mint struck issues the smaller diameter errors escaped the mint more easily and being lower denominations, they were easier financially to set aside and save. That being said I doubt this is the only one known.
