don't know
false die? but only one side
first guess
fake coin - the die that struck the 2nd time was tilted while the coin was still sitting in the anvil die?
or
seriously doubt the 2nd strike is from false dies on an authentic 2018. the 2nd strike looks too dialed in to the first. (from the images, which leave a lot to be desired)
i have seen 1-sided d/s which is technically a doubled-sided but the coin sat in the anvil die while only the hammer die rotated instead of the coin which leads to both sides having properly aligned d/s details.
i'll leave 1% that it is a true error for 2 reasons. 1. i/we have seen here errors that were almost unanimously deemed fake because of the rarity/unlikely nature of such an error(s) to have been created and 2. with all the crazy shenanigans and how "loose" the hammer die can be (IMPRESSIVELY loose) while still being functional, creating a tilted multi-strike coin(s) is well within the realm of possible, though we rarely/never see them.
that's about all i got.
edited to add re: braddicks bonkers (coins) he posted in another thread.
this really hasn't occurred to me much over the years but we have to take into account that coins used in various contraptions/scenarios MAY not be whole coins. if someone ground off a part or whole rim, has the ability to "punch" out just part of a coin etc to just come up with stuff we may really never be able to accurately guess.
also, recently, on the tube of u, i saw one of the MYRIAD of press machine vids that used some professional? press equip to easily and SAFELY punch out the center part of a bi-metallic coin and press it back in with essentially no noticable signs which i'm sure would throw a few numismatists and eve more so amateurs for QUITE a loop!
there are a LOT of people out there with a LOT of time on their hands. i'll leave the rest to your imagination.

These are fakes made with a transfer die. There are a number of these 1 sided cent fakes that are dated in the early 60s out there
I got hustled by a couple of Ebay fakes back in 1996 when I first reentered collecting after a childhood beginning. It's interesting to look back and see just how green and vulnerable I was. It's saddening what some people will do for a paper dollar.
Bonus is the 2018 fake double struck cent ships from Bulgaria
