APMEX Shipping? Wow,Cost Cutting on Gold Libertad

Friend just bought this reverse proof one ounce gold libertad from our friends at APMEX He was horrified to receive it not only in the plastic flip with NO capsule but also floating around loose in the packing!
This for a current year coin with large premium. Evidently the coin came loose through a crack at bottom of flip & he sent me this picture:

He said that there looked to be a minor contact mark in field between wings of Libertad but I could not see it.
