The packaging equipment was not set up to handle 7 coins in one pane, so rather than wait until they had the equipment (which was used for the 1980 and 1981 sets, they foolishly left out one coin. They could have put it in a separate small pane all by itself, like the 1996-W Dime, but they did not.
