Both, a Venice zecchino that was pierced and used as jewellry at some point. These were minted in Venice from the 14th century on up to the 18th century.

This coin is in the name of Doge Ludovico Manin, the last Doge of Venice (1789-1797). It doesn't bear any indication of date, so you can;t get any narrower date range than that.
NGC lists them at $250 in VG. There's $195 worth of gold at current prices, so that's a bare minimum.
Today's fun trivia fact: the word "zecchino", through a roundabout way, came into English as "sequin" - where it means "small shiny disc attached to clothing for ornamentation". So we can say that your coin is a "sequin", in both senses of that word.
